Beijing Hosts the 2025 Global Digital Economy Conference: International Cooperation Forum on Digital Economy Go-Global Strategies

On July 3, one of the six main sub-forums of the 2025 Global Digital Economy Conference, the International Cooperation Forum on Digital Economy Going Global, was successfully held at the China National Convention Center in Beijing. Under the theme “Setting Sail for Global Growth, Thriving Together from Daxing”, the forum focused on international collaboration in the digital economy, building global exchange platforms, exploring new service models for overseas expansion, and promoting a more interconnected and efficient global digital ecosystem.

This marks the first time the Global Digital Economy Conference has centered on “Going Global and International Cooperation in the Digital Economy”, attracting senior government officials, business leaders, and academic experts. Discussions covered key topics such as “Digital Transformation Opportunities in Emerging Markets,” “Empowering Sustainable Development through International Organizations,” and “China’s Practice in Digital Economy Global Expansion.”

Beijing Leads the New Blueprint for Digital Economy Globalization

Xu Xinchao, Deputy Secretary-General of the Beijing Municipal Government, stated in his speech that, under China’s dual-circulation development strategy, the internationalization of digital enterprises has shifted from an option to a strategic necessity. As a pilot zone for the expansion of the service sector and a benchmark city for the global digital economy, Beijing has proposed the concept of a “Digitally Friendly City” as a core principle for international cooperation. The city will work with international organizations, professional institutions, and global enterprises to build an efficient, convenient, and secure global digital economy service network, opening up new markets and innovating new cooperation models to help international businesses enter China and support Chinese companies going global.

At the forum, the Beijing Municipal Bureau of Economy and Information Technology, the United Nations Development Programme (UNDP), the China International Center for Economic and Technical Exchanges, and the People’s Government of Daxing District signed the Beijing Digitally Friendly and Sustainable Digital Economy Innovation Demonstration Project Agreement. The project will use Daxing as a pilot base to create a global hub for digital economy innovation, serve as a model for building a benchmark city, and promote coordinated innovation in policy, technology, and governance to accelerate the achievement of the UN’s Sustainable Development Goals (SDGs).

Beijing Outbound Base: An Accelerator for Digital Globalization

The Daxing District played a central role in the forum with its advantageous location, industrial capacity, and business environment, positioning itself as a “New Digital Gateway”. Through the Beijing Outbound Base, Daxing has developed a full-chain support platform for global digital expansion, offering eight key services: physical infrastructure, market intelligence, two-way policy consultation, ecosystem curation, overseas promotion, compliance support, brand empowerment, and international talent sourcing.

Of particular note, 16 leading enterprises signed strategic cooperation agreements with the Beijing Outbound Base at the forum, with a total contract value exceeding 10 billion yuan. These companies include Fortune Global 500 firms, state-owned enterprises, publicly listed companies, and “little giants” recognized for innovation and specialization. These firms will collaborate in frontier technology, scenario development, and overseas market expansion, working together to build globally competitive industry clusters.

International Alliance for Digital Economy Going Global Services Launched

The International Alliance for Digital Economy Going Global Services was officially launched at the forum, initiated by the Beijing Outbound Base with the guidance of the Beijing Municipal Bureau of Economy and Information Technology and support from the Daxing District Government. The alliance welcomed its first 24 founding members, including the EU-China Business Association, The Export-Import Bank of China, China Telecom, Li Auto, KPMG, and other leading Fortune 500 companies and global business associations.

With the mission of “Building a New Digital Globalization Ecosystem and Empowering Business Internationalization”, the alliance aims to set global service standards, share best practices, and align digital strategies with enterprise needs, creating a robust and inclusive international cooperation network in the digital economy.

Innovative Services and Trusted Providers Unveiled

During the forum, the Beijing Outbound Base also unveiled four “Core Element Service Stations” covering key areas such as management, data, technology, and talent, forming a one-stop service system for outbound digital business expansion.

Additionally, the forum hosted the first official certification ceremony for “Trusted Overseas Service Providers.” Companies such as China Unicom, Sinosure, Ernst & Young (EY), and Zhipu AI were recognized for their reliable solutions supporting global business development. The Beijing Outbound Base aims to align with enterprise globalization needs, connect with more premium service resources, and foster a shared, efficient global services ecosystem.
